It's a very unclear cartoon. If I had to guess, my cues would be the weeds, Sam's grey suit, and his somber expression. So it's not like he's a good gardener who's beaming at a plot filled w/ carrots and potatoes labelled JOBS or something. But I went to see more of Paresh's stuff, and he's a cartoonist working in the United Arab Emirates who's worried about isolationism and generally sceptical of Trump. It's not good, but it was intended to be anti-Trump

As for him being unclear, it's a habit. I have no idea what this one's about

It's not disembodied, it's seen from above. You can see his little webbed feet beneath the bill. It's a strip w/ a dynamic camera going from a very high-angle to a very low one, echoing the disorientation felt by many.
