The concepts of the five day week and the eight hour day are a direct result of efficiency improvements. Prior to the early 20th century, the usual working week for poors was seven days and as many hours as they could see well enough to work in.

People who know who to go and talk to and how to get that person on board. People who know which battles to fight and which to let go. People who understand that great ideas are secondary to workable ideas. Often those people are lawyers because working in government is ultimately all about working with laws. Making them, amending them, repealing them. If you don't understand the language, you can't speak to the natives.
