like if the govt changed the interest rate for loans to airlines, that would be monetary stimulus. if the govt promised to pay for plane tickets and hotels for anyone who flew to seattle and offered them a tax free stipend of $300/person/day to go dick around spending money, that would be fiscal stimulus
