C. The Treacherous Spaniards were the only ones who dared to spill Japanese blood in the last war and throwing them out of the Pacific entirely would be a great justice for what they have done. Likewise, the Philipines are far more valuable than some frozen tundra to the north. Rubber and tropical woods and control of the sea routes would be far more useful than (mostly) uninhabited wastes.

Also, the Russians did fight beside us during the war, while their government collapsed, we owe the Russians no ill will, and the Spaniards are nearby and feeling satisfied.

Let's not forget that not only are the Spanish ones who actually shot at Japanese during the war, but at this point they likely do not have Core status on the Philipines, which means, unlike Korea, when we take them there will not be any future 'humanitarian' claims by the other Great Powers to make the Philipines independent, once we take them they'll be ours for good.

Yes, for now there are only positives offered by having another GP allied to us, and at worst if they become war happy and start trying to drag us into wars with all the other GPs, we can simply use the wars to take any European territory still in the Pacific/Asia and then leave the Scandis and their Alliance to fight with the Europeans in Europe until the cows come home.

Yomi sounds like a wonderful place for admiral Oto to have brought troops.

Economic development is always paramount to catching and surpassing the Europeans. While we begin the consolidation of the Philippines, we should also look to greatly increasing manufacturing in the home islands and expanding the rail network at home, and once that's done in Korea and Johore. We can't use what we can't exploit.

Once we've dealt with the Philippines we should look to sweeping up the rest of Indonesia and any other available territory between our holdings in Australia and Johore. Maybe avoid fighting another war with Europeans immediately, but any local groups like around Aceh can get gobbled up.

Unfortunate that Admiral Shimamura's service was short lived, however any good Japanese officer has a faithful son to continue a fine legacy. Consider Admiral Takae Shimamura ready to serve the emperor like his father before him! If no one else requests such, he'll be willing to lead the Suez patrol fleet.

On a more policy related note: The Philippines remain an unsightly Spanish blob in the middle of the Japanese Empire, it should be removed. Otherwise either doubling down on the industrial buildup is always an option, or there's the still uncolonized DaiViet to sweep up and give an opening into southern china and the massive labor available there.

While NZ would increase our share in the Wool market, moving into the Philippines, Dutch indies and southeast Asia would be much more beneficial as tropical woods and rubber would greatly aid the economy and that extra manpower would be very appreciated. The Europeans have the advantage of a head start, so we must industrialize faster and with a larger workforce if we wish to surpass them.

Why not both? We can continue sphering more peripheral nations or those that border other GPs, like Burma, NZ, parts of Africa and so on, and Militarily incorporate areas closer, like the Philippines, Vietnam, Dutch Indies and parts of China.

It's just a matter of defining where we'd like the buffer states to be for the Greater Prosperity Sphere.

Agreed, particularly if the US hasn't done so yet. If they have sphered/annexed it, then we may want to kick that ball down the road a few years until the Philippines are consolidated, but I'm all for moving as far east as Hawaii with our Pacific expansion. But SE Asia and the (soon to be) Chinese Provinces are where the real money is to be made.

It's very nice of the French to so willingly hand offer Madagascar to us like that with a convenient war. Who are we to refuse? Will work on a more suitable battle plan once am home for a more cohesive strategy.

Admiral Shimamura proposes the following plan for the Japanese Empire's offensive in this war.

In Summary, our most important interest is to properly cleanse our local regions from these far flung Frenchmen than it is to die on European soil. While the JEFIE will still go to Europe and aid our Scandinavian allies, my concern is the areas in between.

Due to the huge resolution of this map, I'll explain the five part plan.

1. All French Indian and Pacific Ocean territories are to be seized either by JIA or most local force, this is to be a combined Naval/Army effort. This portion of the campaign will not include Madagascar but will, provided the British do not seize it first, include the French possession of Pondicherry in India.

2.As the first stage will take up a sizable portion of our available transport that isn't earmarked for the JEFIE, naval combat forces will be stationed at crucial shipping chokepoints (indicated as the Suez, Cape of Good Hope, and Cape Horn) preventing French (or Austrian) intervention outside of the Atlantic. Portions of the three picket forces will be used to cleanse any remaining French shipping from the Pacific or Indian Oceans. This step is crucial, particularly holding the Suez from the French and Austrians as the Italians are the only other power that is helping us fight both Austria and France in the Mediterranean.

3.Advancement into Africa. The YDF and JIA will coordinate to make landings on Madagascar and, provided the area has not already been taken by Scandanavians or General Mojojojo's forces from the south already, French East Africa.

4.With the consolidation of East Africa, Naval forces making up the Suez picket shall advance to disrupt shipping along the French southern coast while any troops of the JIA, YDF, or General Mojojojo's forces may sweep up any remaining non-continental French holdings.

5.Once combat areas have been condensed to the European land theatre, the navy shall maintain a blockade of the French Coasts and and additional troops available may assist the continental allies.

Dispositions of other forces:

JEFIE: Sent to European theatre accordingly.

Taskforce Mojojojo:Sent either to Scandinavian Africa/South Africa or used to defend Djbouti and the Suez Canal depending on situation in each area.

YDF:Transported after initial 1st stage unless defense of Djbouti or Suez requires inordinate amount of manpower.

SFI:Recommended to potentially make a beeline to try and snag French territories in the Caribbean, or will continue to make minor landings along the French Atlantic coast to draw French forces away from the battlelines to the east.

I humbly submit this plan for the Emperor's consideration.

Socialist/Liberal coalition based around Hokkaido, the Kanto Plain, and any other industrial areas mostly on Honshu which has a slim governmental majority to pass basic legislation against the Conservative/Fascist opposition parties based in the South islands and the rural/mountainous areas. Conservatives are actually a looser collection of Royalists and Rural interests that are not Fascist. Overall jingoism of population still makes the Social-Liberal governing coalition likely to go to war when needed as it's really never gone too badly for us.
