These days I'm using my Pro controller through a USB cord because setting that up to work wirelessly with my PC was also a headache, from what I remember when I tried. (Since I'd basically have to unpair it with my Switch to use with the PC or something.)

It was, but I'm not trying to be a dick. Holding down the xbox button for a few seconds, or leaving it idle for like 5 minutes will turn it off. Maybe your bluetooth adapter is hosed up though idk.
