Let's say Army ISA snuck something into China past the panopticon. Why would you open up a bioweapon in Wuhan and not something far less chaotic in Beijing or Shanghai?

I know the communist party is amplifying this one, but I feel like all conspiracy theories are somehow rooted in the terror of governments being at times fallible and inept instead of gods.
