Then the everyone becomes everyone* with another means-test to exclude brand-new employed because we have no data on them, so hopefully they can get through the unemployment system! And oops, everyone* gets a Trump letter about how awesome everything is! Keep America Great! Then we charge the Capitol because people decided that the above was just fine.
