Biden has been promoting and advocating for this continuously. In all seriousness, if you do not understand that is the meaning of the message, and you took away the message that Biden was somehow doing the opposite, you need to find different sources of political information, because the ideological frame you are interpreting reality through is making you misunderstand very basic things. It is not informing you. It is hurting you, and it is making it impossible to discuss reality.
