Other than being able to turn off the lights in some areas, what is the importance of this plant strategically? Everything so far seems like Putin wants all of Ukraine, not just those two regions.

So you get a diffusion of responsibility going on where all of those countries can either claim they care about the issue or alternately and more commonly, they tut-tut it while not feeling like they actually have to do anything about it. In this case I'd expect it to not be a big deal. Makes more sense now. Thanks for the explanation.
