Some fraction of the people would be doing the jobs you need to support those people and keep a society functioning. You'd really barely have got there, so they would also be just starting out setting up enough of an industrial base to keep a population alive long term in an environment that is in no way suitable for humans. Can't rely on deliveries from Earth.
