The wealthy want the benefit of having an NYC pied-à-terre (why not just rent hotel rooms and not a permanent place of abode, avoiding the whole issue to begin with? That's for the poors!) while having to pay the ~4% NYC surtax as a resident (or, usually, the NYS state tax which goes up to 11% or whatever), so they end up having count days in NY because if they're up here more than 183 days they become statutory residents and defeat the purpose of moving to a no-tax or low-tax state. NYSDTF is particularly aggressive with residency exams compared to pretty much any other state other than maybe CA and possibly another state or two, hence why it's a big focus in the article.

The amount of wealth you need to stop giving a poo poo about anything and effectively remove yourself from all material concerns is extremely small compared to the amount of wealth held by the ultra-wealthy.
