There's all kinds of such devices in existence, and you could make one, although it's not gonna take out a whole city or even a whole block. They're also pretty easy to defeat (Faraday cage, etc.)

It's definitely worded in such a way that they seem to be addressing weaponized EMP and the solar roadways as a separate issue from lightening strikes or natural phenomena.
