The problem is Harley is one of the few characters they had who was both female and actually wore some clothes. She also has/had a huge female following. It's not exactly the same as the Starfire situation, but it's pretty close:

Agent Carter is how females in superhero shows/movies should be done. She fights patriarchy and the bad guys, often times at the same time.

Original Harley Quinn dresses like a harlequin clown which makes sense as a Joker henchwoman. 52 Harley looks like she should be seating in Lobo's bitch seat.
