The PPACA establishes a clear ratio delineating how much money can be spent on administrative costs and how much must be spent on care. HF/C does not. There's more but you can't possibly delude yourself into thinking that a republican plan--even one that does share similar provisions--would have protected consumers in any meaningful way. Besides, this plan never went up for a vote because the Republicans thought it was too liberal. It was a show pony and nothing else. A little more light reading.
