The coloring doesn't really do that linework justice. Especially that gradient background.

Overuse of gradients might be a stylistic choice. A throwback or deliberate nod to the prephotoshop days when the programs for digital separations understood only 2 things: gradients and polygons.

e: also, blaming the colorist for lack of interesting background when the penciler neglected to draw one is pretty low.

That's not Elsa, it's the main character, Beth Ross, accidentally frying her hair back when she worked at the corn dog restaurant shown in this panel. The event was caught on video and went viral, which thanks to other shenanigans is how she ended up becoming president.
