I don't really know but my guess is neighboring ranchers and/or people with grazing permits on malheur have some irrigation work to do. Fry is arguing that impossible because it's frozen and irrigation means water. My guess is there is work on irrigation systems you do in the winter, but then I'm not a rancher so who knows.

Its been getting down to the single digits at night over there on top of 3 inches of snow having just fallen. The power to the buildings was also cut days ago. Any form of living under those conditions is basically a constant survival situation. Just sitting around and doing nothing under those conditions requires a ton of constant calories. The fuel in their car tanks will only last so long before it runs out, and that is their last escape from the elements. With the power off those buildings will become cold, dark caves. All the food will freeze solid, bursting all the canned goods as well as the fresh water. Cooking will require tremendous amounts of fuel (they have some propane cookers and wood), and they will burn through whatever supplies they have remaining fairly quickly I imagine. (To say nothing of the energy requirements to thaw fresh water for use.) The only food that holds up under those conditions is either freeze dried stuff (which requires a bunch of water to use, so not much help under these circumstances) or fresh meat/veggies (which will require thawing before they can be worked into a meal.) Doing normal daily things like dishes or cooking takes a shitload of extra energy when it is that cold as well. I would also be willing to bet that the last 4 don't have the piles of clean clothes you need on hand to survive in that weather either. (Dirty clothes retain heat signifigantly less well than clean clothes, adding substantially to their misery.)
