My amateur understanding of RICO is that it's used to nail people further up the food chain in a criminal enterprise for the actions of their subordinates, not the other way around. If the Bundy fuckos were operating under the orders of superiors in the militia movement then RICO would be used to nail whoever the Bundys worked for for everything the Bundys did.
