Isn't it completely possible for the president to do basically whatever he wants to marijuana with an executive order? I was under the impression that something like telling police not to pursue arrests for marijuana is like one of the most simple things a president can request an executive order. I would like to see weed moved down to schedule II. Highly restricts it, but allows research.
