Given Roddenberry, I would guess he wanted her to be adamically nude but couldn't think of a way to sell the studio on it, so just put her in the sexiest clothes he could think of.

Also I don't care about how white the cast of a show was. What makes a show "white" is who's watching it. If only white people (or a massively disproportionate amount) are watching a thing there must be something more deeply "white" about the show than just its cast.
