Nope, not a joke. I do think it'll end up costing more money than it'll "save", though, because it's the LNP. I'd be willing to bet it'll be rolled out in areas like Ceduna, where the welfare card has been rolled out and tested already.

It's never saved money anywhere it's been tried before. Its a rort to steal public money via testing samples.

That was my feeling, typical LNP style to do something like this, contract it out to mates who then pad the contract rates out a bit and make a tidy sum off it.

There will a trial of drug testing for 5000 new welfare recipients. Anyway who tests positive will be placed on a cashless debit card and subject to further tests and possible referrals for treatment.

So the question always becomes :

If [Cost of Testing] x [Number of Users] > [Amount of money saved] then it's pointless.

In Florida a test of 4086 recipients found 108 people drug affected (almost all of it marijuana), and 40 people cancelled the test for unknown reasons.
The test cost $30 / person, which was refunded if the test was found to be negative

Total cost was $30 x (4086-148) = $118,140

$489 welfare saved per person who failed/skipped the test = $489 x 148 = $72,372 in savings

Therefore, the trial cost $45,768. It turns out that welfare users don't have a huge disposable income to buy drugs. Who knew ?

But the people who do the testing will pocket a nice big gift from the government, and this is another step towards normalisation of cashless welfare cards.

Tax rates on tobacco are currently calculated under the assumption that the average cigarette contains 0.8g of tobacco, when actually it’s less than that.

From September 2017, that will change, and rollie tobacco will be taxed assuming there’s 0.7g of tobacco in a cigarette.

So, a 50g pack of tobacco would have previously been taxed using a figure of 62.5 cigarettes. Under the changes, that same pack will be taxed as containing 71.5.

BuzzFeed News understands the government has no figures on how this actually might affect the price of a pouch of tobacco.

This concludes news about the budget you need to know.

The budget delivers mixed fortune for business. Small businesses with turnover of up to $10m will get an extension of the $20,000 instant asset write-off for a further 12 months, and the government will persist with attempting to deliver a tax cut for Australia’s largest corporations, a move which most polls suggest is deeply unpopular.

Getting even stricter on newstart/job seeker payments - I'm dreading this. Next year I'll be doing my final (6th) year of my course which is a year of pure placement, no classes besides supervision. Its not covered by Austudy and its extremely rare for placements to be paid. Placements are across 4 days with the 5th day being supervision meetings. We got told the best chance we have of income is getting on newstart and then hoping centrelink don't decide to kick us off because we can't accept full time work. Making job seeker appointments will be hard enough let alone if they make this more difficult and have to attend drug testing as well.

In regards to the mention of penalties for not going to meetings, unless it's changed from how it was back in 2009, isn't this already a thing?

Yeah, I believe that's been the case where they've implemented that in the US. It costs more than it saves and results in loving terrible outcomes for people dealing with substance abuse issues.

Another punative measure when it needs to be treated as a public health issue.

That's interesting, the figures on estimates for 2017/2018 as compared to 2016/2017 show an estimated 15% growth ($10b extra) in revenue from company taxes. Either they haven't figured the tax cut into these figures, or they think companies will grow not only fast enough to offset the cut, but also to pad it by another 15%.

$2.1 million will be spend over two years to ban cosmetic testing on animals in Australia from the end of 2018.
The government will ban the use of new data on cosmetic ingredients that are derived from animals tests from next year, and develop a voluntary industry code of practise to standardise claims of labels.
