I can't imagine that concentrating spending restricted recipients in specific regions will have a very positive impact on the community and local economy. I imagine that after the first program review, they will point to the increased arrests and incarceration as having made an impact. The bad people will be in jail which means the program is good and is working, and fewer people claiming payments which is obviously good. While any other measure (jobs, well being...) will show that it isn't doing poo poo, or making things worse.

Testing waste water is a pretty normal way to determine drug use stats for public health reasons. Although drug testing welfare recipients is dumb I don't see what's strange about this (other than being able to make jokes)

One article I read said the levy would hit the big 4 banks for $300 to $400 million each. As publicly listed companies they have a legal duty to act in the best interests of their shareholders and taking a hit that big to their profitability is never going to do that. It was always inevitable that this levy would be passed onto consumers one way or other. ScoMo is kidding himself that he can stop that from happening.

The whole point of the tax is to slow down the banks from buying up wholesale credit and loaning it out again as mortgages. Increasing rates lowers the banks exposure to risk which is a good thing.
