Wasn't there also an announcement that businesses are mostly continuing to cut back on coal because it's worthless now anyway?

That's my understanding. They've shifted to natural gas and everyone but the coal industry knows that's dead. I've seen a bunch of debates about this the last week where the Republican has to quickly admit that coal is stupid and shift their argument to "JOBS!" or "well, liberals don't like natural gas either."

But I'm nothing near an expert.

Let that sink in for a minute.

This:

- Has never been done before.
- Is illegal under EU law.
- Even if the EU rewrote their law to allow this, they would have to withdraw from the WTO and abolish their current trade deals.
- There is no way to reasonably calculate a "sanction" on excess carbon emissions. The EU would have absolutely no way to measure and enforce it.
- If a product is just shipped or has a value-added process applied to it in the U.S., but is made elsewhere, how would that be measured?
- Do other countries shipping to the U.S. for sale outside of the U.S. count? How would they be sanctioned?

The idea is a binding round 2 of climate negotiations would lay down the framework for the transition to a post-carbon economy and include mechanisms to handle non-compliant states. It would take a new international treaty, but so does any binding action on climate change.

Majorian posted:

Sure, but I'm talking about the Paris agreement.

Basically this 4-8 year period was the last chance for the US to take a leadership role on climate. In completely abdicating we'll cede that role. A normal Republican would have tried to keep the US as a "leader" on climate if only to better our negotiating position.

Yeah, it's populist talk but the point is that the US participation, even though it really isn't participation, is still important. Not saying anything like that will happen but the sentiment to not just let the US do whatever it wants with no consequences is there.
