Don't presidential speeches have to be open to everyone, even though you could listen on the radio or watch on TV? I remember that coming up when Trump decided to give speeches as campaign rallies rather than presidential events so that he could block certain people from attending. I would assume the same principal applies to blocking on Twitter.
