Now imagine a singular Federal Minister, not only trying to keep on top of all the needs of the 22 million people and the different regions they live in (even capital and major cities have different needs), but also trying to give a poo poo about rural areas, which are traditionally underdeveloped and underperforming on a number of metrics compared to metro areas, and have a fraction of the number of voters. Some would argue that "handling variance at a local level" is a major part of the role that states play now (e.g. deciding how to allocate funding).

Take a microcosm of the problem, North Queensland. Take just one aspect, infrastructure. Roughly every decade there have been weather events that trash roads, towns, farms, silt rivers, destroy tourist attractions, etc. Millions of dollars involved, and in the certain knowledge that it will reoccur. This is a region that makes serious money in mining, tourism, and agriculture but the general attitude from "down south" is take what you can from it and skimp on everything else because you'll be spending on the same things again and again. There is understandable resentment from the people who have to live and work there. They are not being governed for, they're being governed at, and that's one reason why a particular style of politics has evolved up there. But the problem with the Joyce style of forced-decentralisation is that it's for its own sake, there's no regional logic to it. If he succeeds, he'll only engender a new form of regionalism because then Canberra will seek to devolve those functions it doesn't deem "federal" enough, and we'll go back to the situation before federalism with competing wasteful regional departments.

Unless you're arguing that the funding the federal level distributes to the state level is perfectly equitable at the moment, wouldn't it make more sense to only have to make that allocation once? Score all schools nationally by suitable funding need, and just go from the one purse, rather than muddle it and go via the arbitrary states.
