When they raise the debt ceiling, is that taking into account the deficit of the proposed budget? Does it have to do with any spending in the past, or is it strictly spending for the future? I guess in the most general terms: how do they decide how much to raise the debt ceiling by? And maybe my questions are showing just how dumb I am because I am completely off base?
