But you can't disband it, because the majority will vote to keep intact for fear of their property values tanking. Not arguing with you but River Oaks is a large, non-homogenous neighborhood in the inner loop of Houston, and it's chock full of palatial estates minus the large plots of land. There have been attempts to keep transplants from other parts of the world from building giant, modern stucco cubes among all the brick and fanciness, but those fail pretty handily. Houses range from potentially less than one million to well over ten million, just as an estimate. I'm not surprised they don't have much power, it's also a very old neighborhood so it's not a master-planned community, and keeping the lawn up to snuff is par for the course.

I think the idea is the dude who threw the punch's girlfriend was hispanic, and the other guy called her a pejorative. Fact is they're both white dudes and we don't have whatever started it on camera. So its just speculation at this point. All we know for sure is two guys got in a fight, one got punched, the other got arrested. Works for me.
