The jogger lady was in utah, which has a stand your ground / no duty to retreat law That means that even if you stab someone if you think they're not done attacking you, you can keep going until you feel the threat is gone / the person is clearly incapacitated

In USA actually mostly all self defense weapons such any sort of knuckles or blades are highly regulated and banned with high jail sentences if caught with in public. Even pepper sprays are gray area in New York for example. If they determine your life wasn't in immediate and grave danger when you used it, you go to jail.
