The Bajorans are a mess, but they're a mess because they've just endured a century of occupation, anything they had resembling civil society is now gone, large sections of their society were enslaved or forced to live in refugee camps, almost all their leaders are former resistance/terrorist leaders who have been doing that their whole lives and believe that power comes from the barrel of a gun, and the only thing keeping them together is a religion that itself is pretty heavily factionalized and that faces accusations of its complicity in the occupation. The Bajorans don't really grow up or change for the positive to any greater degree other than Kira and one-shot folks. Heck even the Ferengi by comparison have a set of character moments where they grow more likeable and mature, and through a visionary leader help start on a path towards positive change.

Considering the Bajorans were instantly on board with a theocratic dictatorship that reenslaved the population but this time to a mandatory system of caste-based occupations and social hierarchy, and then they were willing to worship the Pah Wraiths on a whim, it's probably lucky for everyone that Dukat didn't become Pah Wraith Jesus during the occupation or he'd be the most popular Pope-Emperor of Bajor ever.

This was, by the way, an intentional choice by the writers as a racial trait for the Bajorans, not something that's being read into the show. The writers explicitly stated they wanted to show that the Bajorans had a nonhuman psychology.

I like what they are trying to do but it becomes so much of the same irredeemable bad-guy Bajoran stuff over and over. I definitely like DS9 a lot more on my rewatch than the first time, and I think this stuff is only irksome because I know where it's going this time. There's definite elements of Nazism and fascism in the Cardassian ethos, but their racism seems to be more of a white man's burden type than a Nazi type. They saw themselves as benevolent superiors helping the helpless Bajorans. To the Cardassians - or at least their rationalizations - they were helping the Bajorans because they were a superior people. They weren't (at least not intentionally) trying to exterminate the Bajorans the way the Nazis felt they had to exterminate the Jews and other untermenschen. The Cardassians are fantastic and fascinating characters and Dukat is, hands-down, the best villain Trek ever had. It's a goddamn shame he got so badly handled towards the end, but given how readily Americans are to go for fascist strongmen (look at recent history. Trump, unlike Alaimo/Dukat, isn't even charismatic! Also consider, more relevant to the time period, that folks didn't even catch Starship Troopers as satire!) I can kind of see why the writers felt the need to bash the audience over the head with 'dukat is ashole. Y siskoh hat?'

It would have been far more interesting if Dukat just wound up getting jobbed by one of his own pathetic schemes, dying anonymously in disgrace. Not how they went with him. Just an arrogant bastard who rises to supreme power and ultimately pushes himself out into obscurity, never to matter again.

I'm rewatching Enterprise now after finally having seen (most of) Voyager for the first time and it really drives home how stale the writing is. Not just the " Mayweather has the exact same "whoa I have the bridge for the first time, dare I sit in the Captain's chair, no I dare not, yes I dare!" scenes as Kim.
