The teams will be fined. To me this looks more like a way to let the players protest, while allowing the teams and the NFL to wash their hands of it by having an official policy to respond with.

If they were going to let it blow over, they should probably have done it in a week after OTAs when all the players were off doing their own thing and not all together pissed off about it.

This is just going to lead to players being deservedly real mad and agitating all summer.

Eh. I feel like after this initial phase wears off in a week it will be pretty dormant until preseason games start and then it'll ramp up culminating in some amazing Week 1 storylines.

I don't think there would really be any particularly good time to release a politically charged policy that is going to aggravate many people.
