I think even if Seattle City Council had held their ground, Amazon would have won just from sheer money, apparent goodwill as being a "job creator" and the Seattle Times constantly ing about it. That's not to say they shouldn't have held their ground (they absolutely should, spineless cowards), but it's hard to see a winning strategy when Amazon cheats.
