With the heavy lift ships you do need to be in moderately deep water (and the ship in question needs to be able to float at least a bit) in order to lift the damaged vessel. It also takes a long time as the tugs adjust the damaged ship to put it over the blocks. When I watched them with the FITZ it took a full day to get it on the heavy lift, and even then they messed it up and had to come into port to adjust from the pier. It was pretty cool to see though. At least it wasn't as bad as the damage the McCain got from their heavy lift back to Yokosuka.
