As a person who has spent a year trying to read the Powerbroker, I feel like I've got the credentials to say no not quite. Its targeting vehicles to get funds to support public transportation, supposedly, the exact oppposite of Moses' whole deal. But yeah he definitely teaches us that we should pay attn to the wording of these laws, and that more money for authorities is just a way to divert the popular will of the city and prevent taxes on the rich, so I'm mildly alarmed by this situation.
