Not sure about there, but around here you only need a bachelor's degree to substitute teach. You get like... a thirty page packet of guidelines that boils down to 'don't hit the kids and follow the absent teacher's instructions'. That's it. No class, no interview. I'm not condoning what the sub did, but I'm not surprised that they were unprepared.

Our homeroom teacher was pretty much 'do whatever during the pledge it's not up to me, just be quite and non-disruptive' and one day we got an over the top ex-solider something in his 60s sub that blew up at half the class that stayed sitting. Yelled for all of us to get up and respect the flag, everyone did except one kid and the teacher got physical with the kid and dragged him to the principles office. Then the sub had to come back and appologize to the class. e: He wrote of bunch of right-wring screed op-ed in the local paper for a while after that.

It blows my mind how often the victims of persecution seem to come to the conclusion that it's not so much persecution that's bad as making sure you're the one doing the persecuting.

I assume there's some kind of background check but I know when he got laid off my brother was subbing within a week or two of filling out paperwork.
