Modi presumably want a nice, quick, gulf-war style conflict that makes India looks strong, doesn't add any more difficult territory, and doesn't lead to thermonuclear annihilation. He could probably achieve 1 and 2 with a swift invasion and defeat of Pakistan's conventional forces. 3 is kind of a toss-up.
