Investors Cash In on Ebola Bonds That Haven't Paid Out

quote:

A new way of financing the fight against global diseases lured investors with annual returns of more than 11%. The deadly Ebola outbreak in Africa is highlighting shortcomings of so-called pandemic bonds in halting contagions.

After the worst Ebola outbreak on record, the World Bank two years ago began selling the high-yielding securities, modeling them on catastrophe bonds that pay out in response to insurance claims for events like hurricanes. The pandemic bonds, the first ever, are triggered by patterns in deaths from infectious diseases.

While the $320 million sale was hailed as a way to fight disease with finance, the funds are locked up by an arcane formula -- one that may rarely be satisfied by actual events. Bondholders are collecting rich interest payments even as the Democratic Republic of Congo is struggling to arrest an Ebola virus outbreak that’s killed more than 1,800 people the past year, and threatens to spill into neighboring nations.

[...]

Catastrophe bonds pay some of the highest coupons in the fixed-income world, and mostly attract specialist fund managers. Investors demand substantial yields to compensate for the risky and unpredictable nature of disasters. Losses are typically triggered by insurance claims, but the World Bank’s bond requires meeting a range of conditions.

Those conditions, such as the requirement for deaths in two countries, protect the pandemic insurance fund from inappropriate use, said Andre Rzym, a portfolio manager at Man AHL, which oversees $29.9 billion. The Congo’s Ebola epidemic is driven by non-medical issues that may not lead to global spread, he said.

Secondly, centrists inherently view that mean point as something which they should chase, and fail utterly to realise both that it can move over time, and that it can intentionally be moved.

I think it's more than that, they assume the mean opinion is objectively the best option. Not just what the voters prefer, but actually the most utilitarian or whatever.

It's clearly crap and shoots far too low, assuming (for example) that we can only help some poor people have a better quality of life when the reality is if we wanted to we could help them all.

Absolutely. But the difference is that unlike the cynical cunts who first cooked it up as an excuse, an awful lot of today's centrists seem to actually believe it down to their bones.

A whole generation of liberal politicians grew up utterly steeped in their own farts and the astounding uselessness of the Lib Dems, even beyond the constant betrayals of their core demographics, are the end result.

Is it fair to say Liberalism is an ideology and centerism is an absence of one? And that the two get confused speaks poorly of Liberalism?

So what you're saying is that centrism is political nihilism and liberalism is an ideology which justifies political nihilism?

Why do I get the feeling that this exact thing will happen if Yanis Varoufakis' green new deal bond plan ever bears fruit in the next 10 years. The bonds will be released, billionaires across Europe will flock to buy them and surprise surprise, it'll be nearly impossible to use the funds for anything environmentally related because of arcane conditions and requirements.

So what happens if they actually decide there was foul play?

I'd assumed they were going for "state calls it a suicide, but everyone else, up to and including president twitter himself, says it's murder" as a way of witness intimidation, as in "anyone else who is thinking of coming forward, we can kill you too no matter where you are or who you are and it'll be a tragic suicide and nobody will do a thing."

But that doesn't work if there's an actual homicide case, unless they find a patsy, like Bob poo poo of the Aryan All Jews Are Noncers League had a full set of keys that he made out of spoons, case closed, it was the bad racist. But then that clouds the suicide as witness intimidation angle.

I'm not sure how 'we'll kill you and cover it up' clouds the witness intimidation angle in this hypothetical, whether it's a homicide due to neglicence of oversight, or a patsy, or both?

You still end up dead if you look like you might break anything, either way.

Isn't that happening to most people?

The obvious issue with Swinson's position is that she very enthusiastically jumped into bed with the Tories during the coalition years (more enthusiastically that most Tories did, in fact) and has said she'll do it again. If she did that in the spirit of compromise she should be happy to accept Corbyn's proposal, but it seems that instead she just wants there to be a Conservative government instead of a Labour one.

I am enjoying James Ball's melt down on twitter about the letter

Labour’s line today is its variant of Caroline Lucas’s all-women Cabinet: “we’ll do the thing that will avert disaster but only entirely on our own terms, even though the differences are all cosmetic”.

When this crap enables no-deal, voters rightly won’t forgive any of them.

— James Ball (@jamesrbuk) August 15, 2019

The best part is where he says "corbyn should do x but isn't so this won't work" and someone points out that is exactly what JC is doing, so James doubles down with "but, but it's Jeremy Corbyn!"

What a twat.

This Vanity Fair article may provide a clue.

quote:

The sinister depravity of Epstein’s sexual world, and Maxwell’s role in enabling it, was mostly kept hidden. The two were fixtures on a certain rarefied Manhattan circuit. Epstein was as a practical joker who liked messing with people he regarded as lower on the food chain. A prominent 1990s Sports Illustrated model who dated Epstein describes meeting Donald Trump at one of Trump’s parties in the penthouse of the Plaza Hotel back then, and Trump goading Epstein to get her number. “Jeffrey said he wouldn’t give it to him and he had to get it from me,” she says. She finally gave it to him on another occasion, but he lost the number. “Trump called Jeffrey trying to get it again, saying ‘She gave it to me! You know she gave it to me! You can give it to me now!’ but Jeffrey wouldn’t do it.” She laughs. “Donald was such a joke to all of the models back then—we all knew he was bankrupt and had no game. I remember Jeffrey once saying he was going to be late to pick me up because he had to drop off food for Donald—he was at home crying under the covers.”

Epstein's clientele were the New York machine, wildly wealthy, wildly corrupt old money Democrats. Trump was never a part of their set, despite desperately wanting to be, and may well see the Epstein case as a weapon against the people who looked down on him all his life. Barr seemed sincerely angry about the dude's death, and it may well be that we'll see a more muscular and aggressive investigation of this case (if still a very partisan one) than we might otherwise.
