I don't think rural kazakhs give a poo poo about HENRYs, and their standard for it is probably way different. Seems like something that should be looked at regionally.

So no, direct quid pro quo isn't needed for impeachment, but the cautious, handwringing, message-testing Democrats have allowed the GOP, with the compliance of the media, to set the bar at criminal quid pro quo.
