tbqf at certain levels the brazilian military has a very unfortunate circumstance of having actual degrees of baseline competence required to do stuff like, Braga Neto was a military attaché to Poland and the USA, so he had to pass muster with the Itamaraty for a bunch of years, which is a big loving deal since it is easily one of the most prestigious civil institutions in Brazil and gives a lot of actual cred in terms of public service, throw in a major crisis with this idiot of a president and you have the perfect storm for a grey eminence role
