The Mako Mori Test doesn't even make sense, she has an arc in the movie. You literally see inside her brain, at first she cant pilot the Jaeger because she's reminded of the trauma of almost being killed by one as a child but then she gets over it and can pilot the Jaeger. That is an arc.
