But even if one were to concede that all countries doing bad things makes them equally bad, why would you want more surveillance by additional parties? Is an off brand phone that much better price/performance to get the extra eyeballs on your data?

Yes, they do still block handsets they don’t approve of. I had to switch carriers because AT&T decided to start blocking a OnePlus phone that I’d had on their network for years because T-Mobile started selling them through their store. I moved to Google and they got real lovely and wouldn’t release my phone number for over a week.
