one thing I would add to Xaris's excellent post is that it has to be specifically fossil fuels, and not any other kind of energy source that we have since discovered and are capable of using, because fossil fuels can be moved around, can be concentrated, can be traded for, and otherwise is a fungible commodity coal-fired steam engines were chosen over water mills during the Industrial Revolution because you couldn't concentrate wealth with water mills, and you couldn't easily move your water wheels around to wherever laborers are most easily exploitable you're not going to see a movement to solar or hydro or even nuclear power, for the same reasons

You can't get as much power from water mills/flow as from super-concentrated stock, but iirc it's a lot more than you'd expect.
