The filing was for presidential immunity in civil cases. Supreme Court still has to decide if it wants to take up the case of immunity in criminal cases.

People/companies are absolutely charged with fraud all the time by making misleading statements to lenders. It's rare, but it's one of those things where they have to make lessons out of people/companies with some regularity to keep people honest and it isn't any less fraudulent just because Trump crossed his fingers when he did it.
