I'm someone who probably doesn't need more than a single bedroom flat with storage options for space requirements, but I have a small 2 bedroom house because I am sensitive to noise (autism) and the last place I lived the neighbour made our lives miserable. It's not perfect - we have a drop ceiling in the lounge that amplifies a bunch of noise, but the neighbours on that side are mostly quiet, and the noise we do get is just normal living sounds. I'm incredibly lucky to be able to have something that mostly meets our needs, and being in that situation I would say that people's 'needs' are not just square footage - people have other needs like not being crammed in like cattle, the right to relax at home, safety, accessibility etc. And accessibility is something generally not factored into most multilevel flats, especially in places where the lift is always broken / a spare urinal. I think my point is that 2 or 3 high apartments / flats strike me as a good idea in pure theory, but we would have to do a lot to reform build regulations and noise insulation requirements before your average person is going to consider buying The Cube Where You Are Surrounded On 4 Sides By Noisy Wankers. And people's requirements for a healthy living space are more complex than just 'four walls and a door, maybe a window or two' which is the kind of thinking that flats lend themselves to. I know your point wasn't entirely 'just build flats' but my point is that there are many more facets to it than pulling the big lever from houses to flats - it'd be a start, but only if it came along with massive changes to regulations, public attitudes and pretty much every level of both national and local government.

I got really lucky with my flat, Built in the early 80s and in thirteen years I have never heard so much as a footstep from the flat upstairs. Maybe every tenant who's ever lived in that flat happens to be light as a feather, maybe the landlord fitted a memory foam floor or something, but given that neither of those things are true it seems to me that it's entirely possible to build flats with adequate soundproofing, modern builders just cheap out.

I grew up a Swedish "million programme" area, and I really like its planning though it's now mostly associated with poor and segregated suburbs housing around a centre area with shopping/schools/services, with walking/bike roads connecting them. Parking space is placed so kids can play and go to school without crossing a trafficked road. lots of green stuff with small bits of old forest spared within walking distance. public transport from the centre area to the closest town, with smaller bus lines running the outer perimeter It's a pretty great idea imo

E: I know Sweden doesn't technically build commieblocks but those do look a lot like the prefab soviet designs.

I don't actually think they're ugly Honestly probably one of my most hated architectures is the neoclassical/palladian stuff you get in the UK. Just incredibly oppressive to be around. I'm not averse to neoclassical stuff in general but the UK seems to trend a lot towards gigantic columns and porticos that are really unpleasant to be next to. Like cheap flat roof crap is at least basically honest? There was a fair bit of that where I grew up and although it's kinda knackered I'd rather live around it than having everything look like a loving bank. I'd probably feel the same way about glass and steel contemporary stuff if I were more exposed to it though tbh. Never been anywhere that really had skyscrapers so I don't have to think about them. If I ever do I'll probably hate that more. E: though no, actually, I went to Manchester and that has tall modern buildings and I thought it looked quite nice...
