Yeah I have a feeling that whoever did that tattoo got really confused at some point, or shouldn't be doing portraits. It honestly looks like some kind of amalgam of both people's faces to me.

Sadly lenticular printing will probably never work on skin. You'd have to get some kind of shaped dermal implant, and as far as I know even the biggest body mod crazies haven't gone that far.

Well Illinois has the issue that literally anybody can set up a shop with very little paperwork. You basically just have to buy an autoclave and tell the state you're going to do tattoos.
