If we are supposed to try and see things from Carmen's perspective then I think we are going to need access to any additional files interpol has on her that we haven't already seen. We need to know what happened to cause her to leave her job as an intelligence agent and turn to crime. And we'll need to be careful about it, as the last thing Hale and Crupper need is the Chief thinking her lead detectives are sympathisizing with Red. It's a game of hope and desperation - if Carmen were left alone to roam the earth, then she'd have the world effectively in her hands. It'd all go to hell, with might making right and violence as far as the streets go - what does it matter what the governments do when one slick chick has them wrapped around her finger? And that's not even counting the Havoc she could bring to the common man - for those who don't know her, the crimes will most likely be pinned onto the other side - and with tensions still high, it'd only take a little push to send this world headfirst into war. It's this which the goves fear - that loss of control is what would keep Carmen alive - that, and if the world went to war most livelihoods will be either heavily changed or lost. So, we just wait and play and eventually she messes up and boom. The question is, what's going boom?
