The short of it is that "axe" was an older English pronunciation that was preserved longest in the dialects that colonized the American South and that's where the slaves picked it up. And of course, the descendants of those colonizers will say that using "axe" for "ask" is a result of illiteracy and "lazy tongues" (I wish I were making that up).
