Texas also generously allowed the President to borrow elements of the State Guard during the Iraq war (I think) and Katrina, but he had to ask the governor nicely because the governor is the top of the chain of command. It also has a really tiny Coast Guard like segment, which is probably more useful than all the rest combined. Actually, just had an epiphany. Maybe Abbott is just trying to make sure no troops are quartered in private homes. We haven't enforced the Third Amendment very recently! Double edit: the Iraq war thing was just a perfectly normal natural disaster deployment, it was just more important because less of the Army and National Guard were available, I guess.
