In the case of Cold Steel I thought it was less "initial port bad" and more "what they gave us was basically PhyreEngine's PS3 build running in debug mode on x86".

Yeah I'm pretty sure that Tokyo Xanadu was done by a smaller team while everyone else was working on uhh..CS3 and Ys 8 I guess?
