probably can, but domestication, as seen with russian foxes, takes decades to perform even on relatively well known animals. problem with manuls is that they are very rare - probably a couple thousand worldwide (at population densities of 1 cat per a square mile tops), so you dont have a stock, so to say, to perform domestication experiment on

they have high mortality rates both in the wild and in captivity, and are poorly studied - i dont think domestication, or even repopulation, of them is ever going to happen
