Yeah, that's the scam, with the addition of this fee likely not being refundable if you put in a dispute for non receipt of goods because it would be shipping costs - I haven't double checked lately, but my understanding is that even if they put in a tracking number that doesn't even go to your country, Ali doesn't refund the postage costs.

It's $3, which is a common amount they ask for for additional shipping fees. For that much, if it's something illicit, it can't be that exciting.

It's often gibberish-y, but generally you can pick up if there's an issue with the item because multiple people will mention the same thing, and one of the languages will translate the key word/s correctly.

Hot tip when leaving feedback - short sentences so that the auto-translate will work better.

I got a similar one years ago.
All it is is a plastic shell around batteries connected to a bit of wire - the wire is a resistor so it heats up and melts plastic. It's a short, thin piece of wire though, not like the white little pad makes it look like it's a broad band - so if you don't put exactly the right amount of pressure and move it across at the right speed it either doesn't get hot enough to seal, or it cuts/melts as you drag it across.
Still, I just used it to foil pack gardening seeds from reused biscuit/chip packets, so it wasn't the end of the world if I had to do it a few times.

That is the weirdest battery I have ever seen, I can't even imagine how it would be hooked up inside to work (also doubting the 2600 capacity).I'm going to make a wild unfounded assumption that the reason you can't find them locally is because they are far too dangerous for your country to permit them to be sold.
I'll also vouch that IKEA batteries are good stuff, they also sell a really slim usb powered battery charger called Vinninge that I take for travel, might be a good option.
