Vita TV was regularly under $50 through the end of manufacturing, then Persona 4 Golden was  on top of that. Now if you get a new unit in western packaging they can be hacked to play every game released before last fall (plus a few hidden English translations used to translate to Chinese from Japanese) and even use a USB flash drive for storage. (Firmware 3.60 for those wondering)

If you can afford a PSTV/Vita and Persona 4 Golden you'll get a better experience. There were a number of refinements made to the game after both Persona 3 Portable and the anime were released. The biggest changes were added social links, another month of gameplay, and being able to go out at night. Otherwise I haven't heard anything bad about the PS3 version.

If you're looking for a one time playthrough, get the Messiah DLC and the Persona 4 DLC which comes with an EXP boost accessory. No need to wear the costumes, but Messiah Picaro at 90 will blow almost everything away through mid game (especially on easy.) It does start lacking towards the end since it can't level up much with stats starting in the 50s, but by then there are other options. It works pretty well until characters start demanding LV4/5 social stats to finish (or start) confidants.

All the DLC Personas can be summoned free for the first time and even early game where SP might be limited, physical attacks still scale in HP usage. Later on fused Persona start becoming a better option (LV90 persona can only gain so many stats before maxing out at LV99) but it makes sure you can be dating your teacher before the Hawaii trip starts.

I've not been through P5D just yet but with P3D it's pretty much that after the events of P4D Justine/Caroline (Lavenza) and Elizabeth both get into a fight over which team can dance better and they pull the characters out of a dream during their peak membership. It's canon in the same way Persona Q is, they're having a good time and there's some fun character interactions, but no one will remember.

There's a rumor going around about Persona 5 remaster called P5R.
